Alternate Route to Certification (ARC) Teacher Recruitment and Training

One of the objectives of the Title II TQE State Grant was:

• to attract career changing professionals into teaching through the alternative route to certification, and
• to ensure current and future alternative programs meet the state's high standards for teacher quality and
• encourage participation from Connecticut institutions of higher education.

Between 2001 and 2002, the following projects were completed relevant to this objective:

• Research was conducted around national and international alternate route to certification models (see Summary of NCATE Discussions on Alternate Route to Teacher Certification, August 16, 2001) ;
• NCATE standards were adopted for accrediting Connecticut's Alternate Route to Certification (ARC) Programs by the Commissioners of the Department of Higher Education and State Department of Education (see http://www.ncate.org/2000/unit_stnds_2002.pdf for full-text version of NCATE Standards);
• New Alternate Route to Certification (ARC) Programs were developed for Bilingual Education, a Hartford satellite program, and an urban satellite program for the urban school districts of Bridgeport, New London and New Haven (see Title II TQE Grant Executive Summary and Evaluation of the Connecticut Alternate Route to Certification, 12/31/03)
• An "on-line" ARC Program for certified teachers seeking an additional/cross-endorsement in mathematics (See Alternate Route On-Line Math Cross-Endorsement Program, December, 2003); and
• A survey of ARC graduates 2001-2002 (see "Alternate Route to Certification: A Summary of Departmental Data Collections" [Note: Requires Adobe Acrobat Reader]).
